Every year, The Alliance works alongside advocates, lawmakers, policy experts, and citizens to promote legislation that supports victims and survivors in our state. This year, with a shifting national landscape and ever-changing policy and funding decisions, this advocacy was more important than ever.
We are pleased to announce three major victories from this year’s legislative session, which closed on June 4, 2025. This year, we helped pass three priority bills that will aid survivors of trafficking and assault, add protections for those who have experienced violence, and improve evidence collection processes. PA 25-139: An Act Concerning Human Trafficking and Sexual Assault Victims
This act extends protections in employment, housing, public accommodations, and credit transactions to victims of sexual assault and trafficking. The legislation also requires all state employees to complete online training about sexual assault and trafficking developed by the Commission on Human Rights and Opportunities (CHRO) and all employers with three or more employees to post information about resources available to victims of sexual assault and trafficking.
PA 25-77: An Act Concerning Enhanced Protections Available under the State’s Anti-SLAPP Statute
This act strengthens protections for survivors by shielding them from retaliation for reporting through defamation lawsuits. The legislation clarifies that protected speech includes communications about crimes or discrimination that are not made with “malice” and creates a mechanism for faster dismissal of strategic lawsuits against public participation (SLAPP).
PA 25-29: An Act Concerning Revisions to Various Statutes Concerning Criminal Justice
This act establishes a third pathway for survivors to choose to have evidence tested in their sexual assault evidence collection kit without requiring a police report. This legislation will allow survivors to make informed decisions while serving as a valuable tool for the criminal legal system.
